Skilled Regional 489 Visa: The Basics
Did you know that there are a few streams under which you can apply for the Skilled Regional (Provisional) visa (subclass 489)?
- First Provisional – State Sponsored
- First Provisional – Relative Sponsored
- Second Provisional (end of article)
State sponsored
The state sponsored Skilled Regional 489 visa has the following basic requirements:
- Under the age of 45 years
- Meet 60 points on the points test (inclusive of the 10 extra points from state sponsorship)
- Competent level English
- Nominate an occupation on the State’s occupation list
- Suitable skills assessment for nominated occupation
- Meet health and character requirements
In addition to these requirements, the applicant has to meet the State nomination criteria as well.
Relative sponsored
The relative sponsored Skilled Regional 489 visa has the following basic requirements:
- Under the age of 45 years
- Meet 60 points on the points test (inclusive of the 10 extra points from state sponsorship)
- Minimum competent level of English
- Nominate an occupation on the Medium to Long Term Skilled Occupation List
- Suitable skills assessment for nominated occupation
- Eligible relative living in a designated area in Australia
- Satisfy health and character requirements
An eligible sponsor is:
- At least 18 years of age
- Australian citizen, permanent resident or eligible New Zealand citizen
- Usually resident in a designated area in Australia
- Relationship to the applicant or applicant’s partner:
- Parent
- Child or step child
- Brother or sister, adoptive brother or sister, step brother or sister
- Aunt or uncle, adoptive aunt or uncle, step aunt or uncle
- Nephew or niece, adoptive nephew or niece, step nephew or niece
- Grandparent
- First cousin
In addition to these requirements, the applicant has to meet the State nomination criteria as well.
For both First Provisional streams, an application must be made to both the State and the Department of Home Affairs.

Haven’t Fulfilled Your Requirements for the 887 Visa? Apply For The Second Provisional Stream 489 Visa
Did you know that you can apply for a second Skilled Regional (Provisional) visa (subclass 489)? Before you get too excited, the Second Provisional stream 489 visa does not apply to 489 visa holders who already have a visa validity period of 4 years. Who is the Second Provisional stream 489 visa for then?
If you are the holder of a:
- Skilled Independent Regional 495 visa
- Skilled Designated Area Sponsored visa
- Skilled Regional Sponsored 487 visa
- Skilled Regional Sponsored 475 visa
You would have been granted a visa that is valid for up to three years. If you have not been able to fulfil the requirements for your 887 visa, then would be able to apply for the Second Provisional stream 489 visa.
The Second Provisional stream 489 visa will give its visa holder 4 years in total, from the date of the first provisional visa (above listed visas) grant. This means that if you have held your initial provisional visa for 2.5 years, apply for and are granted the Second Provisional stream 489 visa, you will have a further 1.5 years in Australia.
What are its requirements? The applicant must:
- Hold one of the above visas
- Substantially complied with the conditions on their provisional visa
- Met health requirements
